This look like some sort of pliers (from VAR) that's used to remove big nuts for which one doesn't have a wrench of the actual size. E.g. you could use this thing for the headset locknuts on bikes that your friends and/or customers bought while working for the State Department (or as spies) in Communist Romania, or on British bikes with Whitworth spec nuts and bolts.
