The votes are in and we have a winner...   Peter who added a bit of creativity to an otherwise boring tool, your $10 Gift cert is on the way!   The winning answer is below:

"In typical gameshow fashion......   I'm gonna go with It's a third and forth hand brake tool, maybe even fifth and sixth, because when I work on brakes, five or six hands are usually necessary, for grabbing the beer bottle and such. Since it's blue, it's made by Park Tool...."

Herb came in a close second.

I'm gonna go with It's a third and forth hand brake tool, maybe even fifth and sixth, because when I work on brakes, five or six hands are usually necessary, for grabbing the beer bottle and such. Since it's blue, it's made by Park Tool....

I used those for stretching brake cables when installing the yoke on a cnter-pull brake. With that blue handle I would think it is made by Park. Never did like that tool - couldn't come to terms with it.

third hand tool apparently made by Park Tool, seems to be a really early model

it's a park tool cable adjuster

basically an early version of the current "4th hand"
used to grab and stretch cables with only one hand so you can tighten the retaining bolt with your other hand

Hands free 4th hand tool Park blue, but it might be var. I don't know why anyone ever liked it. It's weak and it causes more problems than it solves. Giving up a hand for the more common now, pliers type is worth it. It's a horrible tool.

I believe it's called a "third hand" for tightening brake cables. Haven't seen one in years . . .
