Those silly two holes are the dead giveaway! That's a Paul's Seatpost Binder Quick Release. Those things come from Chico, California, Back in the day, Chico State was supposedly #1 party school according to Playboy. (Yeah Yeah I read it for the jokes, and articles). Sorry kids. I never had one of these. not a big fan of the quick release binder, but I remember some friends who were sponsored by Paul's; had something that Mr, Hefner never had, the Paul's Blue Balls, A Binder Bolt made with two blue anodized balls."
