Bikeman figured this one would be a bit tougher.  While nobody came up with the make an model we where looking for we did get enough to declare a winner.   This is a Syncros star nut replacement that came with their threadless stems back in the day.  They also used an odd, angle shaped, top cap.  I often discarded this piece an used a regular star nut with these stems but if you lost the top cap you where out of luck as the where integrall to the stem installation / adjustment.  Today several companies make items similar to this that replace the good ole' fashion star nut.

We had several guesses but only one came up with the correct functionality.

WINNER - Aiki Sato:  "Tioga Alchemy threadless headset.  The part pictured has been replaced by the starnut for metal steerer tubes, and by similar pieces for carbon steerer tubes.  Tioga was cutting edge back then with the spoked disk wheel setup (which replaced spokes and used a normal rim and normal hub).  And they had the threadless headset system (along with Cane Creek/Dia-Compe) which reduced weight and allowed headset adjustments with small tools (instead of 32mm spanners).  Tioga seemed to dominate the mtb industry back then and I think a lot of us thought that everything mountain bike would have Tioga on it.  Personally I've never used the Tioga headset since I was more a Stronglight roller bearing person so unfortunately I can't claim to have used this piece."  ... wrong manufacturer but the right idea!
