Can't be sure of the year, but it looks suspiciously like a Campagnolo I/2 freewheel removal tool, what Campy referred to as a "Ring nut lever holder". The shape is a tad different from the one I see in their Catalogue # 17 from 1974, and if I had to guess I'd say it's an older model.

it was for making snacks on the side of the road. but you had to switch off with your buddy who was trying to fix those old crappy cranks with it. i dunno whats worse, getting greasy while you're trying to make a sandwich, or getting peanut buttery when you're trying to fix your bike...
