A winner has been named in the 8th edition of Name that TOOL.  This is a classic tool that is extremely usefull on Steel or soft Aluminum rims.  A very close race as the top two answers are both excellent.  In the end we liked Joe's line: "This tool + hammer + pliers makes em all good".

WINNER - Joe Z:  "That tool is the Rim Saver by bicycle research.  I have one for the local recycle a bike project here.  Kids bring in cheapo bikes with rims that are all dinged up.  This tool + hammer + pliers makes em all good!"

RUNNER UP: Steve Bodayla: "This is a tool for removing bulges in rim sidewalls. I used to work in a bike shop next to a bike trail, back when most rims were steel and no one bothered to pump up their tires. I probably used this thing 2-3 times a day, because there was a sharp ridge in the pavement on the trail just before the bike shop, and  people would seriously ding their rims when they hit it."

RUNNER UP: Fred Peters: "Its a Bicycle Research rim repair tool.  Scares me that I know this but when you need to use this tool it will scare you too."

RUNNER UP: K. Polson: "This set of pliers from Bicycle Research(I think) is for removing dents from the sides of rims."
